I need to repair and it cost a lot. My problem is I need to build as well and it's not easy because I don't get many parts, my only hope is to send people on explorations and send all recourses I find, so I might get the parts I really need.
Second concern is that I have a lot of people that are just idle, why would they even send them if I don't need them, it makes no sense from reality which this game try to aim at.
My option now is to to make them unhappy, so I will not build more buildings and hopefully the people I don't need move away, but I am afraid my scientists and technicians will do that and I actually need them the most. Any other ideas how to handle it the best way?

you should not intentionally make any of your settlers leave the colony. Later in the game factories and other buildings require a lot of colonists to operate them. Even more later in the game you will be able to train colonists to dedicated professions.
From a realistic perspective we imagine that settlers leave Earth to live on Mars not find a job. Even when settlers are temporarily idle, they might still enjoy their new home and might find comfort in experiencing the new Martian culture that will surely evolve while settling the Red Planet.
