I recently entered the Expansion Phase and received my first MAA official. However, as far as I can tell, there is nothing I can assign them to? Also, one of the hints says to select Settlement and then MAA, but no such menu item exists.
I can see total settled area from the Expansion Phase goals tab, but I don't understand how I'm supposed to increase "land assigned by MAA".
Yes, the help texts are a little bit unclear in version 1.10. We have tried to make them less misleading in v1.20.

A-ha, thanks -- it looks like the problem was that I hadn't research "Report to MAA". Once I had that, the MAA menu item appeared.
the MAA folks are assigned to the MAA Security Office. When you started the game you named your colony and selected at type. Take a look at your settlement tab. Land is gained by returning exploration sample back to earth via the deliveries from earth. Hope this helps.
